Due to the game getting patched on November 12, 2024, the Rockstar Launcher version is out of date. However, I have updated the Steam versions of the mod menus so those should work fine.
Notes:
At the time of making this trainer/mod menu, the last game update was: 1.04.5, released on October 18, 2022.
If the game gets updated, (some) cheats might stop working.
MSI Afterburner and RivaTuner overlay will interfere with ImGui menu overlay. so these mod menus might not work if MSI Afterburner overlay is on. So if you find issues there, try closing these programs and try injecting again. Make sure you overwrite your game saves and autosaves. It's not a good idea to play with old game saves after a game gets updated/patched because it can cause corruption.
If, after injecting, your menu still isn't drawing or showing up, try injecting while in "Windowed Fullscreen" or "Windowed" modes. Idk if it's just me, but sometimes, if you inject too much eventually the menu stops injecting properly, especially in true Fullscreen mode. So let me know in the comments, if that happens to you. Basically the fix for it is to add a delay (sleep timer somewhere between 3-10 seconds) before the menu draws.
These mods should not disable achievements so you can use them as much as you'd like.
How to use:
1) Download an injector for example 'Process Hacker', 'Cheat Engine' (has a built-in injector), 'Xenos injector'... there are numerous injectors available. So use Google and find one. I personally use Process Hacker.
2) Download my DLL (provided in file attachment on this page [scroll down for link])
3) Run the game (or run the injector first, it's up to you)
4) Once the game and injector are running, inject the DLL file into the game process (.exe)
5) ...and you're done. any virus hits are false positives.
6) Toggle Menu - Insert key

2024-07-29: v1.01 added "Freeze Vehicle Rotation". Use it with "Vehicle Fly" to do missions like Paramedic, Taxi etc. more easily. Also might have fixed a crash issue with the Wanted Level cheat when freezing and moving slider.

2024-08-02: v1.10 ported the menu to Steam. there is an additional file attachment included now that will work with the Steam version. Also fixed an issue with Vehicle Spawner for both Steam and Rockstar Launcher versions of Vice City. It was not despawning boats properly before. should be fixed now though.

Also fixed an issue with Super Damage/One Hit Kill where other NPC also got Super Damage/One Hit Kill when activated. For example, when an NPC shoots another NPC. Now only the player should get this benefit and other NPC should have normal damage.
Prospect:
we might add player model/skin changer in a future update. Anyway, here's a ImGui menu, now you can activate your cheats without having to Alt+Tab for those who use a single monitor. This was kind of a big trainer to make, fixed lots of bugs while making it, but I might've missed some bugs, that's why I want you guys to try out the trainer and give feedback. we will try our best to fix any issues.

People requested Vehicle Fly and Vehicle Teleport cheats for the Steam version, so that's the purpose of this release. I have included all the stuff that the Vice City trainer had. Inject the menu and wait 3 seconds then it should draw.

Grand Theft Auto: San Andreas - The Definitive Edition (Steam)
- in the San Andreas trainer, the key to go upwards with Player Fly/No Clip cheat is the Q key, not Spacebar like in my other trainers.
- with the Damage Multiplier cheat, you can press Ctrl+Left Click on the slider, it will let you input any value in manually and allow you to go out of the provided range. This means you can put in a negative value and then hit an ally, which will increase their HP, essentially allowing you to give allies infinite health in a sort of way if you hit them repeatedly enough this way.
