.CT <ID> tag reassign & description printout

Here is a lua table that can:

"Reassign <ID></ID> serial number in .CT file": reorder ID number, starting from 0. also save a backup into .CT.bak (will be overwrite in next run)

"List ID-Description pairs in .CT file": Printout ID: description pairs
