On 3.13 the instant build option for planet/starbase is half-broken

It works, but if you turn it off you then have to restart Stellaris for it to work again. Restarting Cheat Engine, loading the table doesn't fix it.

I tested my table with CE 7.5 public release in single player mode for a while. The table will not crash the game / or close CE for current version v3.14.15926.
P.S. table is not working in multiplayer mode. It will cause the game to close but not CE.

How to use the enable achievements one and how we know it active? I tried both before and after a round start and can't trigger any achievements.

Activate both steps right at the beginning? If starting new game, will it still show in the initialistion "This game not eligible for achievments"? And which loading? the very early one where it's just title or the one after that with loading bar from 0-100%?
