Unsure of, or can't remember, that error code, but the possible connection issues I'm aware of are:

1. You're on an outdated version of the game and the old executable's hard-coded version number is being sent to the login server and is rejecting you. For example, if you were to have downloaded a cracked version of the game that isn't up-to-date and attempted to apply an "online-fix" to it, in hopes to access online features using Steam, then you'd run into connection issues.

2. You applied the Pseudo Full Version patch on the full version of the game, not the free edition. In this case you should selectively choose which patches to apply and avoid using Pseudo Full Version.

3. You somehow got on ArcSys', or whoever's, radar and had your Steam ID manually banned. I only know one person who this has happened to and my ban bypass exploit has already been patched by the devs.

4. You have some firewall or DNS issue with your computer, router/modem, VPN, or ISP.

If you look back a few posts, you'll see my response to someone regarding the connection issues I'm aware of. They then replied their issue was not updating to my latest patches.
As of this recent update, I've tested my latest patches and it works online without issue.

Now, with that said, your error code looks different. You likely have a more general issue related to your connection or DNS cache. You'll want to look for, or ask for, support elsewhere.
